Doesn't the EU inadvertently discourage competition?

If all member nations of the EU are allowed the free flow of labor,capital, and technology, doesn't that imply that a large corporation in Britain could set up shop in other EU countries and effectively have a monopoly in Europe? Isn't allowing this much freedom to move labor,capital, and tech, just asking to be exploited?
