How to put on front fork and handlebars on a mountain bike?

I'm trying to put in a new front fork for my bicycle but i noticed the top bolt with a seal on it won't reach down far enough to touch the washer and hand seal. I tried putting on the handlebars but when i tried to screw in the handlebars the screw wouldn't reach.
