Help, What can I do about my mom being an animal hoarder?

Oddly, you could try animal planet. Not assuming you want your mom exploited, but if you've seen the animal hoarder show, you know they have better access and links to rescue groups, along with the psychiatrists. If you check their website, I'm sure they have links up. If you're at your wits end, it might be worth a shot and publicize the kitties enough to get them homes.
