How do I remove a layer of paint off my bike?

My bike was stolen and the next night I went on a search looking for my bike and found in someones garage. I recognized the shape, handlebars, tires, wheels and some imperfections in the welding the only problem was...IT WAS SPRAY PAINTED BLACK!!!. This was a $400 dollar bike and I would like it to be returned to the original color but I don't want to spend to much to go somewhere for them to fix it. Is there a way for me to remove the layer of spray paint without harming the original paint job?
