I have a second hand bicycle, the handlebars "stick" when positioned straight on. Is this a feature or fault?

So when I say stick, I mean that when you straighten up after a turn, the handlebars kind of click into place when your perfectly straight. The action is very smooth and its easy to turn out of the straight. I wondered if this was a feature, perhaps for touring? Or is it a faulty bearing?!
