What size stem do i need for my new handlebars?

You listed all the measurements of your bars except the one that matters. The diameter of the bar where the stem clamps to it is the only one you need. Standard bars come in two sizes, 26mm and 31.8, if your stem is the smaller replace it with one made for the larger diameter bars.
